You can safely inspect: photograph the hinges, check for visible cracks or rust blooms, and measure the gap at the top and bottom hinge while the gate is closed. That gives us useful information over the phone. What you should not attempt is welding on a gate that’s still connected to a BFT operator. The capacitor in a BFT control board holds a charge after the breaker is off, and welding current through the gate frame can find its way into the operator and damage the board.
